Are these presets or filters?

Presets, the way Lightroom means it. Each one is built out of the same controls you can reach, so you can open it up, change any setting and save your own version. Nothing is laid over your photo as a flat layer.

Can I adjust the strength of a look?

Yes. There is one slider for the whole thing, and every control underneath stays editable, so you can ease a preset off or take it apart and rebuild it.

Do these looks work across a full carousel?

A preset applies per photo, so you can grade a carousel as one set or frame by frame. Most people put one across the whole thing and then nudge the odd shot.
